*********************************Questions and Answers have been posted below 9-22-23 Solicitation also extended t5wo days*************************************This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 70Z037250PR230000244issued as an invitation for bids/price quotes unless otherwise indicated herein. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005.63. The associated North American Industry Classification System (NAICS) code for this procurement is 334290 with small business standard of 750 personnel. Only qualified Vendors/Contractors may submit a bid/proposal. In particular, The US Coast Guard Sector San Diego requires the following: Provide all labor, material, tools, equipment and license as required to – Install a CCTV System
in accordance with the attached statement of work (SOW).All interested Vendors/Contractors are encouraged to visit the actual location on September 13, 2023 at 1:00PM PDT. Please call the point of contact: Matthew J. Stern at (508) 688-7059 for any technical questions and facility access. All interested vendors/contractors must be registered in System for Award Management prior to award and must comply to all pertinent Federal Acquisitions Regulations, all local, state and federal laws deem necessary for the performance and completion of this project. All proposals/bids will be evaluated based on technical knowledge and experience, flexibility and price (not necessarily in that order). Q: Are layout maps/drawings available showing the locations of the areas to be covered by camera surveillance:Q: Is there a camera location layout which shows what type of cameras will go where?A: See SOW/Contractor may assess during site visit. Determining locations and what type of cameras will go where is the responsibility of the industry experts.Executing the preparation and configuration control of as-built drawings, material and process specifications, and all other engineering, design and manufacturing information required to present the final as-built design of the work as developed and approved.Q: Heights of camera locations? We saw 4 locations: Chemical pit, Pole near NW perimeter (parking), Pole near SW perimeter (picnic tables) and pole near perimeter (approx 100 ft West of guard shack)9 are down, 4 are partial, 1 link is down. Q-Where are the magazine lockers? Is this near the armory?Magazine lockers are located in the same vicinity as the armory.Q-Where is the hazardous materials storage? Is this the chemical pit?Hazardous material storage is attached to the Northwest storage building.Q-Where is the command center access camera?In the hallway leading to the command center.Q-The SOW states that all equipment is to be delivered to the site in unopened boxes. This would mean we would need to configure the system on site, driving up the labor cost. Can we omit this requirement?NoQ-What is the cabling infrastructure from the Client Servers in hanger 2 and the guard shack back to the main security server.There are 2 clients, and 1 server right now. 1 client in guard shack. 1 client in JHOC. One server in back commcen in JHOC. Guard shack is connected by cable to Receiving, then it’s a microwave shot to building F and more cat 5 to server.Q-Is there a network connection in the hanger without a client server? (hanger 1)NoQ-If no network connection in the hanger without a client server (hanger 1), is there an extra network connection in the hanger with a client server (hanger 2) back to the main security server .NoQ-Can we replace the point-to-point network connections on the camera on the poles?Yes
