Selection of Firm to provide Mechanical, Electrical and Plumbing Design/Engineering (MEP) Services where the method of compensation is a not-to-exceed negotiated fee and reimbursables. Pursuant to Chapter 1013, Florida Statutes, the Florida Consultant’s Competitive Negotiation Act, Section 287.055 Florida Statutes, and Rule 6A-2.0010, Florida Administrative Code, the School District of Osceola County, Florida will consider the contracting of one (1) MEP firm to provide professional design services as outlined in the Scope of Services. In determining whether a firm is qualified, the School District of Osceola County, Florida shall consider such factors as supporting office location(s), experience and past performance, proposed project staff and functions, project approach, workload, scheduling methodology, and references. PROJECT LOCATION Poinciana High School 2300 S. Poinciana Boulevard Kissimmee, FL 34758 PROJECT DESCRIPTION The Scope of Work for the project includes design for the replacement of select air handler units (AHUs) on the campus. There are 40 AHUs that will need to be replaced in buildings 1, 2, and 3. The contracted Engineering firm shall design the most cost effective and energy efficient system to properly condition all spaces and maintain proper indoor air quality. The Engineering firm will be required to evaluate the spaces for heat load calculations within all buildings which work is performed. All relief fans will require replacement and other components in the building automation systems to accommodate the new system. Add Alternate Replacement of all LonWorks controllers in campus (Bldgs. 2, 3, 4, and 9) to BACnet/IP and integrate with current system. PROJECT REQUIREMENTS / HIGH PERFORMANCE CRITERIA 1. Integrate learning, design, sustainable design, and environmental stewardship so that it supports and enhances student learning and student success through air quality enhancing the learning environment. 2. Deliver a design that achieves Energy Efficiency Building Criteria. 3. Meet these measurable High-Performance Criteria: a. Minimum Energy Use Intensity (EUI) as possible to meet energy efficiency. b. Comprehensive Building Automation System c. Provide building systems that are durable, forthright to operate/control, and are easily maintained. d. Consider Indoor Air Quality, Thermal/Acoustic/Visual Comfort, and Universal Design standards beyond the minimum required by building code. ATTACHMENTS 1. Draft Mechanical, Electrical, and Plumbing Design/Engineering Agreement CONSTRUCTION BUDGET: $7,916,321.00 PROJECTED DESIGN SCHEDULE • Notice to Proceed: February 27, 2024 • Design Development Documents Complete: April 16, 2024 • Construction Documents Complete: May 14, 2024 PROJECTED CONSTRUCTION SCHEDULE • Tentative Construction Start: June 3, 2025 • Substantial Completion: July 25, 2025 • Final Completion: August 1, 2025 ORIENTATION SITE VISIT The Orientation Site Visit will be scheduled with the firms that are Short Listed. The date of the site visit will be scheduled at the time the Short List is prepared for presentation to the School Board. SCOPE OF SERVICES The awarded firm will represent the School District as the Engineer of Record (Consultant). A general description of the scope of professional services required may include but not be limited to the following: 1. Represent the School District as the Engineer of Record (Consultant) and provide construction administration services. 2. Schedule and facilitate design review meetings with Osceola County School District Staff. The Consultant is responsible for facilitating the design meetings, distributing an agenda for each meeting, managing a sign-in sheet, and distribute meeting minutes. 3. Provide complete Mechanical/Plumbing/Electrical Engineering services and related services to include schematic, design development and construction documents. The Consultant is required to coordinate the professional services required to support the completed design of the Project. 4. The new building(s) will be designed to meet Energy Efficiency Building Criteria to achieve an Energy Use Intensity (EUI) requirement of minimum EUI as possible, and a building envelop Air Leakage (infiltration and exfiltration) maximum of 0.20 CFM/SF. 5. The Consultant shall provide cost of construction estimates throughout the design process and shall also provide adjusted estimates, as may be required. If the Consultant has determined the estimated cost of construction has changed during any phase of design, the Consultant shall provide the adjusted estimate, in writing, to the Owner’s Project Representative and the Facilities Division’s Director of Design and Construction Services. 6. The School District will negotiate a preconstruction services agreement with the selected Construction Management firm, so the Consultant and the Consultant’s Subconsultants can work with the School District’s Facilities Division Staff on the development of 100% construction documents. The Consultant and the Consultant’s Subconsultants will be required to work with the assembled Project Team to ensure completion of a successful project. 7. Provide investigation, identification, analysis and recommendations associated with bidding, construction contract negotiations, value engineering and cost change evaluation. 8. Provide support with school site analysis, educational specification preparation, construction project budgeting, etc. 9. Review and comment on Educational Specifications, design submittals, and construction documents prepared by other consultants, as may be required. 10. Review, inspect, and report on specific areas of construction when requested. 11. If requested, the Consultant will provide drawings that allow for the management of Building Information Modeling for collision analysis. 12. Provide all Original Work Product to the Owner’s Project Representative upon final completion of the Project. Original Work Product shall include but not be limited to all computer-generated electronic documents (CADD files and specifications) in compliance with District standards. CADD Record Documents shall match the final printed as-built files to include all markups, notes, and revisions. 13. Estimated Cost of Construction. Per Article 3.1.1, the Consultant shall provide a detailed preliminary estimate of the cost of construction with their proposal. If the Consultant has determined the estimated cost of construction has changed during any phase of design, the Consultant shall provide the adjusted estimate, in writing, to the Owner’s Project Representative and the Facilities Division’s Director of Design and Construction Services. 14. Design Development. The Consultant shall prepare Design Development Documents consisting of drawings and other documents to fix and describe the size and character of the Project as to architectural, site adaptation, structural, mechanical and electrical systems, materials, and such other elements as may be appropriate, and which shall indicate, among other things, the location of doors, windows, egress corridors, mechanical and electrical rooms. The Consultant may also provide planning services, and shall review and modify project plans, programs and schedules to reflect Owner-desired changes for approval by the School Board. The Design Development Documents shall comply with all applicable laws, statutes, ordinances, codes, orders, rules and regulations, as well as the District’s design standards and the State Requirements for Educational Facilities. The Consultant will facilitate, document and distribute meeting minutes in a timely manner. 15. Construction Documents. Based on the approved Design Development Documents and any further adjustments in the scope of quality of the Project or in the Project Construction Budget, the Consultant shall develop, for approval by Owner, Construction Documents that refine the Design Development Documents to provide a complete set of Drawings, Plans and Specifications setting forth in detail the requirements for the construction of the Project. The Consultant is solely responsible for the project design and must clearly identify the resulting effects of cost savings, which may have been suggested by the Consultant, its subconsultants, separate consultants, or subcontractors, the Construction Contractor or the Owner. The Construction Documents shall comply with all applicable laws, statutes, ordinances, codes, orders, rules and regulations, as well as the District’s design standards and the State Requirements for Educational Facilities. 16. Permitting Services. The Consultant and its subconsultants will prepare, file, and coordinate the approval of all permitting actions, document reviews and approvals with all city, county, state, and Federal bodies having jurisdiction and authority for the permitting, document reviews, and approvals. The Consultant will document and proactively work to resolve permitting issues (if any) in a timely manner. 17. Bidding. The Consultant shall assist the Owner’s Project Representative in the bidding phase of the Project and respond to questions concerning the Plans and Specifications. 18. Construction Administration. The Consultant shall provide Construction Administration from the date of award of the construction agreement through the date of issuance to the Owner’s Project Representative of the final Application for Payment, and during any corrective Work, if authorized by the Owner’s Project Representative. The Consultant will visit the project site on a regular basis and as appropriate to the stage of construction in effort to be familiar with the progress and quality of the completed Work and have the ability to determine if the Work is being performed in a manner indicat¬ing that the Work, when completed, will be in accordance with all of the requirements of the Contract Documents. The Consultant shall also work with the Owner’s Project Representative to manage the Project Closeout process. 19. Contract Administration. The Consultant shall provide Administration of the Contract as detailed in Exhibit G of the Agreement, which duties shall include, without limitation, review of pay requests, Change Orders, and Requests for Information (“RFIs”) about the Construction Documents, issuance of Architect`s Supplemental Instructions (ASIs) in response to RFIs and as otherwise appropriate, and performance of all other duties and responsibilities set forth in Exhibit G of the Agreement. 20. OEF Form Submission. The Consultant will accurately complete the Office of Educational Facilities (OEF) Forms listed below at the time designated by the Owner’s Project Representative. a. OEF 208 Letter of Transmittal b. OEF 208A Facility Space Chart/Net and Gross Square Footage 21. Meeting Minute Management. All meetings shall be documented in e-Builder using the Meeting Minutes Forms. The sign-in sheet, meeting minutes and any other documents distributed during the meetings must be attached to the appropriate Meeting Minutes Form, and then uploaded to e-Builder after each meeting. The Consultant is responsible for facilitating the design meetings, distributing an agenda for each meeting and managing a sign-in sheet. The Consultant is also responsible for making sure the meeting minutes are documented and uploaded to e-Builder using the appropriate Meeting Minutes Form. 22. Project Management Solution. Work with the project team and use the Owner’s Project Management Solution, e-Builder to manage the construction processes for the project. All project communication is to be managed in e-Builder. At no cost to the District, the project team will be required to attend group or individual training sessions scheduled by the Owner’s Project Representative. 23. Provide prompt response to Plan Review (PLNPR) comments, Requests for Information (RFI), Proposal Requests (PR) and the distribution of Architect’s Supplemental Instructions (ASI). The management of these processes, as well as other communications, will be within the School District’s Project Management Solution, e-Builder.
