This is a Solicitation for the Bulk Fuel procurement under the Foreign Military Sales (FMS) program. A Synopsis for this requirement was previously publicized under solicitation number SPE60219R0700 on September 12, 2019. A Sources Sought Notice for this requirement was previously publicized under solicitation number SP0602-19-R-0700 on May 14, 2019. The Sources Sought Notice has closed and market research is complete. This procurement will cover requirements for a base year and four option years.  The period of performance for the base and option years are as follows: Base Year Ordering Period: Date of award through January 31, 2021.  Base Year Delivery Period:April 1, 2020 through January 31, 2021, with a 30 day carry over period.  The estimated requirements for the base year are as follows: Turbine Fuel, Aviation (JP8), NSN: 9130-01-031-5816, Quantity: 77,560,000 USG Diesel Fuel Oil (EN590), NSN: 9140-01-556-9156, Quantity: 20,450,000 USG Option Year One (OY1) Ordering Period:Date

Fuels may be provided from any East/Gulf Coast port or the U.S. Possessions of Puerto Rico or the Virgin Islands. Only FOB Origin tanker offers are acceptable. Award is subject to the availability of funds. This procurement will utilize full and open competition in accordance with FAR 6.1 Tanker size is 14,000,000 USG of either a single product or combination of products. The solicitation will be available on the Federal Business Opportunities web site (www.fbo.gov). The items under this acquisition may be subject the Trade Agreement Act of 1979.
