Software Integration Support Services (SISS) - Request for Information

THIS IS A REQUEST FOR INFORMATION NOTIFICATION ONLY.  IF YOUR COMPANY IS CAPABLE AND INTERESTED IN PROVIDING THE SERVICES DESCRIBED HEREIN, PLEASE SUBMIT THE INFORMATION AS REQUESTED TO ACC-RI BY THE DATE AND TIME LISTED BELOW:Army Contracting Command – Rock Island (ACC-RI) is issuing this Request for Information (RFI) on behalf of the Product Lead, Logistics Information Systems (PL LIS), Fort Lee, Virginia.  This RFI is for Software Integration Support Services (SISS) to satisfy the Engineering Management Office (EMO) Cyber Security Management and Test Management Office’s (TMO) capability to test and evaluate Army Logistical business systems and software products in support of PL LIS.The purpose of this RFI is to identify vendor’s capabilities as part of the PL LIS market research for the above services.  Interested parties are responsible for adequately marking proprietary information contained in their response; the Government will handle any information marked as proprietary

accordingly.There is no commitment by the Government to issue a Request for Proposal, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI.Instructions:1. All interested vendors with the capabilities listed below shall submit an electronic capabilities package that does not exceed five (5) pages (all inclusive with the exception of the title page and table of contents).  The package shall be concise and specific to the SISS requirement.  The Government will not assess/review general capabilities statements, sales brochures, videos, other marketing materials, or cost/price information.  Incomplete packages will not be reviewed.2. The Government is including a draft copy of the SISS Performance Work Statement (PWS) with this RFI to assist vendors in preparing their response.  This document is a draft only and is not considered a final document.3. No phone calls or emails related to this RFI will be accepted other than the formal submission of responses.All responses must include the following information:Company name;Company address;Company business size;Commercial and Government Entity (CAGE) Code and current Facility Clearance Level;Current North American Industry Classification System (NAICS) Codes; andPoint-of-contact name, telephone number, and email address.Answers to the following questions:Upon award of any contract, would the Vendor have Key/Security Personnel ready and available for the transition period?  Does the Vendor have experience with or ability to provide support in the following areas:Hardware and Software Independent Verification and Validation (IV&V)?Executing and managing the Army Risk Management Framework (RMF) and Continuous Monitoring process?Creating, testing, and duplicating System Images?Configuring, operating, maintaining, managing, and controlling access for IT environments?Computer Systems networking to include configuring, operating and maintaining Combat Service Support Very Small Aperture Terminal (CSS VSAT) satellite systems?Facilitating, recording, and reporting Government Acceptance Test Events?Implementing and maintaining Configuration Management processes and procedures? Does the Vendor have experience with Financial Improvement and Audit Readiness (FIAR) Guidance, and the Army Financial/IT General Controls Audit process or the ability to perform such functions seamlessly? Does the vendor services include dedicated support performing project management (cost reporting, technical status reporting, program reviews, and other support) for all technical efforts with posting, creating, and maintaining Integrated Master Schedule for all Task Order activities?Disclaimer: THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES.  This announcement is issued solely for information and planning purposes and does not constitute a solicitation.  Proprietary information and trade secrets, if any, must be clearly marked on all materials.  All information received that is marked Proprietary will be handled accordingly.  Responses will not be returned nor will the Government confirm receipt.  The Government will utilize the information provided  to assess capabilities and alternatives for proceeding with the acquisition process.  In accordance with FAR 15.201(e), responses are not offers and cannot be accepted by the Government to form a binding contract.  All Government and Contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423.  The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified.  Proprietary information will be safeguarded in accordance with the applicable Government regulations.Please see the attached PWS for further information.AMENDMENT 01: Please note the change in NAICS code from 541519, Other Computer Related Services, to 541512, Computer Systems Design Services.
