satisfy the above Census space requirement. The AAAP application, located at https://aaap.gsa.gov, enables interested parties to offer space for lease to the Federal Government in response to RLP Package 17-CENSUS.   Offered space must comply with RLP Package 17-CENSUS, posted on https://aaap.gsa.gov,  and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, energy, and sustainability standards in accordance with the terms of the Lease.   Interested parties must go to the AAAP website, select the orange “Registration” link and follow the instructions to register.  Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”. An extended Open Period will be provided beginning on the date the Census AAAP RLP (17-Census) is published through August 7th, ending at 11:59 p.m. EST. Thereafter, the Open Period shall be the 1st of May through May 7th, ending at 11:59 p.m. EST.  Offers cannot be submitted during the Closed Period (8th through the end of each month) and will not be considered for projects executed during that time period. Please reference the “Response Date” under General Information to determine when offers are due. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website.  During the Open Period, offerors will be permitted to submit new offers or modify existing offers.  Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. All RLP Package documents can be found at https://aaap.gsa.gov or https://lop.gsa.gov. At the bottom of the homepage, before logging in, select ‘Census’ from the drop-down list under the section titled ‘View AAAP Solicitations for Offer Package” then click the ‘View RLPs’ button.
