Lead-based Paint (LBP) / Lead-containing Paint (LCP): Due to the age of the Facility, it is highly likely that the Contractor will encounter either LBP or LCP. The Facility provided the A/E with information from a test conducted for LBP on 27 October 2017 by Texas Consulting Services of Midland, TX, which indicated that the sample taken at a B503 exterior window was identified as LBP with 17.3% lead content. All Contractor operations associated with the demolition and removal or disturbance of LBP and LCP must comply specifically with the OSHA 29 CFR 1926.62 Lead standard, as well as standards already outlined the Specifications or UGC’s. The Health and Human Services Commission (“ Owner”), for and on behalf of its Health and Specialty Care System Division (“ HSCS”), is soliciting Competitive Sealed Proposals (“ Proposals”) for selection of a General Contractor (“ Contractor”) to provide general construction and construction administration services to the Owner for Project No. 20-008-BSH, New Exterior Stairs at Big Springs State Hospital (the “ Project”), in accordance with the terms, conditions, and requirements set forth in this Solicitation.
