Medical, Dental, Vision Insurance RECOMPETE for Saudi Ministry of National Guard (MNG) Students/Dependents Attending Courses in the United States Pre synopsis

1. The United States Army Contracting Command- Rock Island (ACC-RI) Office of the Program Manager, Saudi Arabian National Guard (OPM SANG) issues the following Request for Quote (RFQ), W519TC-24-R-2050, for the procurement a Medical, Vision, and Dental Insurance for MNG Students/Dependents Attending Courses in the United States for the base period of performance 07 December 2024 through 06 December 2025, with two evaluated option year periods, in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 12 -Acquisition of Commercial Products and Commercial Services and FAR Part 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services.2. This RFQ is issued as a 100% full and open competition. The Government intends to award a Firm Fixed Price (FFP) type of contract from this solicitation to the responsive, responsible offeror who submits the lowest priced technically acceptable proposal.3.The Government anticipates price competition; therefore,

certified cost and pricing data is not required to be submitted with the offeror’s proposal. However, the Government reserves the right to request certified cost and pricing data in the event competition does not exist.4. The scope of this procurement is to provide Medical, Vision, and Dental Insurance for MNG Students/ Dependents attending courses in the United States in compliance with the specifications found at Attachment 0001 PWS Medical Insurance Policy 2024-2027.5. Offerors should note the provision at FAR 52.215-1, “Instructions to Offerors – Competitive Acquisition”. The Government intends to award a contract resulting from this RFQ without discussions with offerors (except clarifications described in FAR 15.306(a)). Therefore, offerors initial proposals should contain the best terms. The Government does however, reserve the right to conduct discussions if determined necessary by the Contracting Officer.6. Any offeror submitting a proposal agrees by submission that their proposal and the prices contained therein will be valid for 90 days after receipt of final proposals.7.
