NOTICE INVITING BIDS ENGINEER’S ESTIMATE: $880,000- $995,000 THE CITY OF LA CAÑADA FLINTRIDGE (CITY) IS SOLICITING BID PROPOSALS FROM QUALIFIED CONTRACTORS FOR THE FOLLOWING PROJECT: 2023 CITYWIDE RESURFACING PROGRAM CONTRACT 22/23-1 RECEIPT OF BID PROPOSALS. Sealed bid proposals must be addressed to the City Clerk and mailed or delivered to the Department of Public Works at the City Hall, One Civic Center Drive, La Cañada Flintridge, California 91011-2137, until 2:00 p.m. on Thursday, March 9, 2023. The envelope shall be marked in the upper left-hand corner with the name and address of the bidder and the Project name “2023 CITYWIDE RESURFACING PROGRAM”. LICENSING REQUIREMENTS. All bidders shall be licensed in accordance with provisions of the Business and Professions Code and shall possess a State Contractor’s license, Class A, at the time of bid submittal. The successful Contractor and his subcontractors will be required to possess business licenses from the City. OPENING OF BID
PROPOSALS. The bids will be publicly opened and read at 2:00 p.m. on Thursday, March 9, 2023, at the said City Hall, and the results will hereafter be referred to the City Council for consideration at a subsequent meeting. SCOPE OF WORK. The work to be done consists of furnishing all labor, materials, equipment, tools, and incidentals as required by the Plans (Drawing Number 1149, Sheets 1 through 13), Specifications, and Contract Documents. The general items of work include variable depth cold milling of existing pavement; paving with asphalt rubber hot mix (ARHM) and conventional asphalt concrete; removal and replacement of curb and gutter; adjustment to the grade of manholes and valve covers; installation of traffic striping, marking, raised pavement markers, traffic signs and curb addresses (house numbers) painting; and miscellaneous appurtenant work. Clean up and leave in an operable and acceptable condition all the work and other items not mentioned that are required by the Plans and Specifications. PLANS AND SPECIFICATIONS. Plans and Specifications will be made available on the City website at: https://cityoflcf.org/publicworks/projects-out-to-bid/#cips for electronic download at no cost. Bidders are required to submit a request using the form on the website for the Plans and Specifications, after which the name of the bidder will be added to the Plan holders List. Only registered plan holders will be allowed to submit a bid proposal. The Notice Inviting Bids and the Plan holders List will also be posted on the City website. QUERIES/ADDENDA. All queries related to the Project shall be submitted electronically to the City Engineer at cityengineer@lcf.ca.gov no later than February 23, 2023. All Addenda, if any, will only be posted on the City website. The last day to issue any addendum is March 2, 2023. It shall be the bidder’s responsibility to check the City website for any addenda. Any questions shall be directed to the Public Works Department at 818-790-8882. COMPLETION OF WORK. Upon execution of the Contract, a written “Notice to Proceed” will be issued and the work shall commence within Fifteen (15) calendar days after the date set forth in the “Notice to Proceed.” All work shall be completed in its entirety within fifty (50) working days from the commencement date. LIQUIDATED DAMAGES. In the event the contractor did not complete the work within the above specified time, liquidated damages in the amount of Fifteen hundred Dollars ($1,500) per working day, as specified in the Special Conditions, shall be paid by the contractor to the City for each working day in excess of the specified time. GUARANTEE. Each bid shall be made on the proposal form furnished by the City and shall be in accordance with the Plans, Specifications, and Contract Documents and shall be accompanied by a certified check, cashier’s check, or bidder’s bond, payable to the City in a sum not less than ten percent (10%) of the amount of the bid, as a guarantee that the bidder will enter into the contract for the work, the full amount of such guarantee to be forfeited to the City should said bidder fail to enter into said contract. The successful bidder will be required to furnish a Faithful Performance Bond in the amount of not less than one hundred percent (100%) of the contract price, and a Labor and Material Bond in an amount of not less than one hundred percent (100%) of the contract price, said bonds to be underwritten by sureties qualified to do business in the State of California, carrying a rating of A+ or better, in the current edition of Bests Insurance Guide. PREVAILING WAGES. Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Pursuant to the provisions of the California Labor Code Section 1773.2, the prevailing minimum rate of per diem wages for each craft, classification, or type of worker needed to execute the contract shall be those determined by the Director of Industrial Relations of the State of California. mailto:cityengineer@lcf.ca.gov PAYMENT RETENTION. A 5 percent retention will be applied in this contract. The Contractor may elect to receive 100 percent of the payments due under the contract without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 4590 of the Government Code. Said securities if deposited by the Contractor, shall be valued by the City whose decision shall be final. CITY’S RIGHTS RESERVED. The City reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the City. No bidder may withdraw his bid for a period of thirty (30) days after the bid opening.
