Notice of Intent to Sole Source PMA-201 Software Application Development – Data to Advanced Harpoon Weapon Control System (AHWCS)

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command (NAVAIR) Precision Strike Weapons Program Office (PMA-201) in collaboration with Program Executive Office (PEO) Command, Control, Communications, Computers, and Intelligence (C4I) International C4I Integration Program Office (PMW 740) intends to enter into sole source negotiations and subsequently award a Firm-Fixed Price delivery order under Basic Ordering Agreement N00019-21-G-0006. This effort is estimated for award in fiscal year (FY) 2023 with The Boeing Company. This delivery order is for the development of a software application that converts LINK-16 J-Series messages transmitted using the United States (U.S.) Military Standard (MIL-STD) 3011, specifically Joint Range Extension Applications Protocol ("JREAP") – version C, to data that can be parsed by the Harpoon Advanced Harpoon Weapon Control System (AHWCS). The scope also includes an option for installation, and integration of secure

communications devices on the Harpoon Coastal Defense Cruise Missile System (HCDCMS) Launcher Transporter Units (LTU) to provide for transmission of JREAP-C messages to the AHWCS.Small businesses interested in subcontracting possibilities may contact Boeing representative, Toni Hall (toni.b.hall@boeing.com). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon Weapon System and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the efforts anticipated under this order. The Boeing Company is the only known qualified, responsible source that can fulfill the Government's requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
