The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Minor Permit AQ0166MSS03 for the Central Compressor Plant (CCP). Applicant: Hilcorp North Slope, LLC, 3800 Centerpoint Dr., Suite 1400, Anchorage, AK 99503 Location: Latitude: 70o 19 ́ 12" North; Longitude: 148o 29 ́ 55" West Activity: The minor permit is classified under 18 AAC 50.508(5) for an owner requested limit to avoid permit classification under AS 46.14.130 and under 18 AAC 50.306. Emissions: Change in stationary source potential emissions due to this modification are -1,176 tpy for NOx, -74 tpy for CO, 0 tpy for SO 2 , 0 tpy for VOC, 0 tpy for PM-2.5, and 0 tpy for PM-10. Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit for the project under AS 46.14 and 18 AAC 50. Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. The State of Alaska, Department of Environmental Conservation complies with Title II of the Americans with Disabilities Act of 1990.
