The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement.  This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.  It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.  Responses will not be considered as proposals or quotes.  No award will be made as a result of this notice.  The Government will NOT be responsible for any costs incurred by the respondents to this notice.  This notice is strictly for research and information purposes only.Background:   The National Institute on Aging (NIA) provides leadership in aging research, training, health information disseminations, and other programs
relevant to aging and older people.  Automated Cell Culture Processing Systems mimic the manual cell culture process to maintain and expand multiple cell lines in a range of T-flask formats. The production of cells in large quantities and in consistent quality is a critical step for the implementation of cell-based high throughput screens (HTS).  Current cell production for HTS is done manually, which leads to suboptimal batch-to-batch consistency, is a contamination-prone process, it has limited scalability, and lacks the needed industrial scale reproducibility. This leads to inconsistencies in the results of the screens, reduced productivity and increased cost. This is particularly challenging when using stem cell and stem cell-derived cells because of the long duration of cultures, frequent media exchange steps to introduce differentiation media, and the high number of steps in the processing protocols.  Automated tissue culture enables cell production with greater reproducibility and productivity.  Flexible processing capabilities of NIA’s induced pluripotent stem cells (IPSCs) will enable the provision of larger quantities of cells daily for cell-based assays while simultaneously growing smaller volumes of different cell lines for basic research and development activities.Purpose and Objectives:  This custom designed Automated Cell Culture Processing System is an important component of NIA’s efforts to systematically analyze IPSC associated with neurodegenerative disorders. Currently, NIA has been manually processing its IPSCs for smaller scale projects but in order to increase the throughput of its data NIA is looking to upgrade to an automated system. This current requirement will provide the installation of an Uninterrupted Power Supply (UPS) in support of this automated robotic system.Project requirements:  Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:15kVA/13.5kW model 9355 UPS, 208Y/120V 3P 4W, 50/60Hz input/output, Double Conversion topology with Maintenance switch located on the rear. UPS battery backup runtimes are estimated as: (based on 100% resistive loads)a. 100% total system capacity of 15kVA/13.5kW load: 13 minutesb. 10kVA/9kW resistive load: 22.6 minutesc. 5kVA/4.5kW resistive load: 52.6 minutes System Weights and Dimensions: a. 33.7”D x 12”W x 47.8”H, Weight: 609# Turnkey installation including system configuration engineering to include:a.Installation of system circuit breaker in room above labb.Installation of wiring and conduit from emergency panel to client robotc.Installation and wiring of UPS in labd.Installation and wiring of client provided 208V x 400V transformere.Installation and wiring of transformer output safety switchf.Wiring to client provided robot Installation and Project Notes:Project includes a three-phase safety switch between transformer and robot. Contractor shall provide and install this fused safety switch on the wall of the lab. O&M manuals shall be provided upon completion of installation to the Government UPS batteries should be placed on a trickle charge, if storage of the UPS system is planned to exceed 6 months post shipment from factory to enable the batteries to be under warranty upon installation. It is recommended that shipment of the UPS with batteries be coordinated to enable complete installation as soon as possible following shipment of the UPS from the factory. The startup checklist shall be provided upon receipt of the order.Place of Performance: Bethesda, MarylandAnticipated period of performance:  April 1, 2020 – July 31, 2020Government Responsibilities:  208V x 400V transformer will be provided by Government. Contractor shall place transformer and connect wiring. Lab robot will be supplied and placed by Government. Contractor shall wire to terminals as specified by robot manufacturer. Installation manuals on lab robot will be provided to Contractor by Government prior to installation. Government elevator will be available for movement of components from loading dock to lab. Government will be responsible for enabling access to site and power distribution panels for installation. Government will provide a staging area for equipment and supplies necessary to perform this installation. Startup of the lab robot will be provided by Government.Delivery or Deliverables:  Contractor 15kVA/13.5kW model 9355 UPS, 208Y/120V 3P 4W, 50/60Hz input/output, Double Conversion topology with Maintenance switch located on the rear. UPS battery backup runtimes are estimated as: (based on 100% resistive loads) a. 100% total system capacity of 15kVA/13.5kW load: 13 minutes, 10kVA/9kW resistive load: 22.6 minutes, 5kVA/4.5kW resistive load: 52.6 minutesAnticipated Contract Type:  A firm fixed price purchase order is anticipated.Capability statement /information sought:  Offerors that believe they possess the ability to provide the requirement described above should submit documentation of their ability to meet the requirements to the Contracting Officer. The capability statement should include 1) the name and location of the Government-owned or leased facility, 2) documentation of ability to provide the requirement, 3) any contractor GSA Schedule contracts by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this requirement.The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.), pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements.One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2” x 11” paper size, with 1” top, bottom, left and right margins, and with single or double spacing.The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.  A cover page and an executive summary may be included but is not required.The response is limited to a ten (10) page limit.  The 10-page limit does not include the cover page, executive summary, or references, if requested.The response must include the respondents’ technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.All responses to this notice must be submitted electronically to the Contracting Officer.  Facsimile responses are NOT accepted.The response must be submitted to Fred Ettehadieh, at e-mail address Fred.Ettehadieh@nih.gov on or before the closing date and time of this announcement.Disclaimer and Important Notes:  This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.
