The Nurse–Family Partnership model is an evidence-based preventive intervention program targeting first-time, impoverished mothers and their families. Data documenting the negative impact of maternal depression and partner violence on the developing young child can be used to make a strong case for augmenting NFP programs to focus on mental health problems impacting the mother–child relationship. As a prevention program, NFP is reaching out to families
who are experiencing levels of stress that may increase their young children’s risk of developing social-emotional problems. Studies of the long-term outcomes of child development programs show that efforts to improve the health and education of young children or the financial stability of their families will not be effective unless they also address social and emotional health. The Mental Health Consultant will perform the services as outlined in the scope of work in order to support NFP staff to identify and address social and emotional well-being issues and needs of at risk pregnant women, infants/toddlers, and their families. These activities will take place at 4041 N. Central Ave., Phoenix, AZ 85012. On occasion, the Mental Health Consultant may have occasion to accompany the nurse home visitors on home visits for high risk consultation. Anticipated number of hours a month is approximately 10-16 hours on two Wednesdays per month. The County reserves the right to award to multiple Contractors or to add additional Contractors, at the County’s sole discretion, in cases where the currently listed Contractors are of an insufficient number or skill-set to satisfy the County’s needs or to ensure adequate competition on any project or task work order. Desired outcomes from including Infant Mental Health Consultation in case conference and reflective supervision: Increased capacity of nurse home visitors to recognize and support the behavioral/emotional/ mental health needs of children and families. Increased capacity of nurse home visitors to support families in creating emotionally safe environments for children. By providing support reduce negative impact on nurse home visitors visiting families with complex needs such as substance use, mental illness, and domestic violence.
