The City of Pittsburg requests to receive statements of qualifications from qualified firms in order retain the services of a consulting firm (“Consultant”) to provide professional project management and civil design for the James Donlon Boulevard Extension Project in the City of Pittsburg. The City intends to enter into a Consultant Agreement for project management and civil design services with the selected firm. The City may decide not to select any firm, dependent on the responses received to this request for qualifications (RFQ). Firms that are currently on the City’s On-Call Civil Engineering list that are interested in participating in the selection process for design services must respond per this RFQ as requirements differ from that of the On-Call list. The Consultant Agreement will have a negotiated scope of work and rate schedule established at the time of contract execution. The Consultant Agreement as negotiated may require consideration for approval by the Pittsburg City
Council. The consultant will be paid at an agreed upon and supported specific fixed hourly rate for each class of employee engaged directly in the work. Such rates of pay shall include the consultant’s estimated costs and net fee (profit). The specific rates of compensation, except for an individual acting as a sole proprietor, are to include an hourly breakdown, direct salary costs, salary additives, indirect costs, and net fee. Other direct costs may be set forth as an element of the specific rate or may be included as independent cost items. It is the responsibility of the respondent to ensure receipt of addenda, if any, to this RFQ. Questions regarding the RFQ and requests to be added to the RFQ recipient list in order to receive addenda to this RFQ may be submitted by email to Ron Nevels, Senior Civil Engineer at rnevels@ci.pittsburg.ca.us. Page 3 of 13 RESPONDING REQUIREMENTS To be considered for qualifications and potential selection for performing the services requested, interested firms must submit three (3) copies of their response to this RFQ including all items described herein. All responses must be received no later than the date and time noted above. Responses must be delivered to the City of Pittsburg Community Development Department, Engineering Division to the attention of Ron Nevels. The Engineering Division for the City is located on the first floor of City Hall at 65 Civic Avenue, Pittsburg, California 94565. Submittals received after the date and time listed above will not be evaluated or considered. The City intends to receive a completed design and bid package by December 2019. Submittals shall be addressed or hand delivered to: Ron Nevels, Senior Civil Engineer City of Pittsburg Engineering Division 65 Civic Avenue Pittsburg, CA 94565 Note: Submittals must be clearly marked on the exterior “Contract 2018-01 RFQ.” The anticipated schedule for this project is as follows: SOQs Due 2/23/18 Select Consultant 3/5/18 Complete scope and fee negotiations 3/26/18 City Council award contract 4/16/18 Notice to proceed 4/17/18 Design complete 12/15/19 Construction start spring 2020 BACKGROUND Page 4 of 13 Pittsburg and surrounding jurisdictions including regional and sub-regional agencies have recognized the potential for severe congestion on the existing Buchanan Road and have defined the need for a supplemental east-west roadway between Somersville and Kirker Pass roads. The proposed James Donlon Boulevard Extension (previously known as Buchanan Road Bypass) will supplement and roughly parallel Buchanan Road through the foothill area south of the city providing an alternative access route between Somersville Road in Antioch and Kirker Pass Road, the latter of which serves as a connecting link between the eastern and the central sections of Contra Costa county (i.e., Brentwood, Oakley, Antioch, and Pittsburg to Concord and Walnut Creek.) The proposed extension of James Donlon Boulevard will be constructed from the western boundary of the approved Sky Ranch II Subdivision to Kirker Pass Road. From Sky Ranch II, the proposed roadway will merge from a four-lane road to a two-lane road and will meet City and California Department of Transportation (Caltrans) standards and regulations for highway design for vehicles traveling up to 55 miles per hour (mph). The James Donlon Boulevard Extension will be classified as an expressway with limited vehicle access from the adjacent parcels. The expressway will be designed to accommodate the existing operational requirements of ranching activities in the project area, such as undercrossings for livestock and ranching activities. An appropriate measure of accommodation will require consultation with the property owners/ranch operators. The proposed project has the following objectives: • Construct a limited access arterial roadway between Kirker Pass Road and Somersville Road south of the existing City limits, to serve regional circulation needs; • Provide a secondary access route for existing, planned and future residential developments in southeastern Pittsburg and southwest Antioch; • Relieve traffic congestion on Buchanan Road, which receives a high volume of east-west commute traffic between Antioch and Concord; • Reduce traffic volumes adjacent to Buchanan Park, Highlands Elementary School, and residences that access Buchanan Road directly; • Construct a roadway that meets City, County and Caltrans design and safety standards; • Avoid sensitive wildlife and plant habitat, and • Avoid severe landslide areas. The various public, private, and political agencies and jurisdictions with a particular interest in the proposed project include, but are not limited to, the following: Page 5 of 13 • U.S. Army Corps of Engineers (USACE) • U.S. Fish and Wildlife Service (USFWS) • California Department of Fish and Wildlife (CDFW) • California Department of Transportation (Caltrans) • California Air Resources Board • San Francisco Bay Regional Water Quality Control Board (RWQCB) • Contra Costa County Local Agency Formation Commission (LAFCO) • Contra Costa Flood Control and Water Conservation District • East Contra Costa County Habitat Conservancy • Pacific Gas and Electric (PG&E) • Kinder Morgan Energy Partners The following permits, agreements, and authorizations will be required: • Annexation approval of APNs 089-050-056 and 089-020-011 to the City of Pittsburg by the Contra Costa County LAFCO • Amendment to the City of Pittsburg General Plan land use designations to designate all subject properties Open Space • Pre-zone the SOI to designate all subject properties Open Space (OS) District, with an option to provide an Agricultural Preserve Overlay • California Fish and Game Code Section 1600 et seq. permits (Streambed Alteration Agreements) • Agreements/Permits/Authorizations pursuant to the California and Federal Endangered Species acts, if necessary • Section 404 of the Federal Clean Water Act permits by USACE • Section 401 of the CWA and the Porter-Cologne Water Quality Control Act by the San Francisco Bay RWQCB • San Francisco Bay RWQCB National Pollutant Discharge Elimination System (NPDES) Storm Water Permit • San Francisco Bay RWQCB Storm Water Pollution Prevention Plan (SWPPP) • Grading Permits from the City of Pittsburg Approximately 70 acres of right-of-way and slope easements will be required for project implementation. The proposed project will be a public right-of-way constructed through portions of two privately-owned properties (APNs 089-050- 056 and 089-020-011). The right-of-way will be purchased from the property owners or acquired through the use of eminent domain. The City of Pittsburg has recently initiated the right-of-way acquisition process. There are several Pacific Gas and Electric (PG&E) transmission lines that traverse the project area. It will be necessary to relocate or raise three transmission towers in order to implement the proposed project. The proposed project will not require a permanent source of water or wastewater main facilities and will not include the extension of water or wastewater pipelines within the roadway. However, the project will require a source of electricity for the proposed Page 6 of 13 streetlights. Electricity will be provided by extending PG&E service to the proposed project. In addition, Kinder Morgan has a ten-inch, high– pressure, natural gas pipeline within the project area that may have to be lowered in certain locations. The intersection configuration at Kirker Pass Road will generally maintain the existing alignment of Kirker Pass Road and create a four-way, signalized, tee intersection with proposed Montreux Drive as the eastbound approach, proposed James Donlon Boulevard as the westbound approach and Kirker Pass Road as the northbound/southbound approaches. The intersection will include the following design features: • Northbound Kirker Pass Road – One left-turn lane, two through lanes and one free right-turn lane not controlled by the signal with a design speed of 50 mph. • Westbound James Donlon Boulevard – Two left-turn lanes, one through lane and one right-turn lane. • Southbound Kirker Pass Road – One left-turn lane, two through lanes, and one right-turn lane. • Eastbound Montreux Drive approach – One left-turn lane and one through lane, and one right turn lane. Kirker Pass Road from Nortonville Road to the City limits will be upgraded from rural road standards to urban road standards. The profile of Kirker Pass Road will be raised to provide acceptable grades at the intersection with James Donlon Boulevard.
