The National Programs & Contracts CMT of the U. S. Postal Service is seeking suppliers for an Emergency Response and Cleanup Indefinite Delivery Indefinite Quantity Job Order Contract (IDIQ JOC) at postal facilities in the 50 US States, Puerto Rico & the US Virgin Islands.DESCRIPTION OF WORK: The United States Postal Service is seeking companies or suppliers that can provided emergency response and clean-up services to be provided for natural and manmade disasters such as, but not limited to, hurricanes, tornadoes, floods, earthquakes, fires, etc., nationwide. The offeror shall include a written plan discussing the company's organizational, operational, and technical approach for providing emergency incident response services at Postal Service facilities on a 24 hour basis.The supplier shall demonstrate ability to maintain a twenty four (24) hour, seven (7) days per week, year-round response capability to provide all necessary emergency response services, manpower, equipment and
material resources for clean-up services for natural and manmade disasters of national significance or any other incident as designated by the Postal Service.The supplier shall have the capability to perform services at multiple locations at or pertaining to Postal Service facilities, infrastructure, equipment and property or impacted locations as directed by the Postal Service.SOLICITATION: The solicitation package will be made available upon request.QUALIFICATION: Explanation of evaluation process. Offerors will be evaluated based on their technical submission and price proposals.The Postal Service may not necessarily make an award based on the lowest Cost Proposal or to the highest evaluated firms. The Postal Service is seeking the best value between cost and technical/management ability.Cost Proposal. The adjustment factors will apply for the entire geographic area. Refer to JOB ORDER CONTRACT below for details regarding the contract type and adjustment factors.MINIMUM REQUIREMENTS: (1) Offerors MUST be fully licensed to perform requested services in the entire geographic area; (2) Offerors must have been in the business, for a minimum of five consecutive years; (3) Offerors must be financially capable.JOB ORDER CONTRACT: The contract is a unit price standard type arrangement for a one- year period with seven possible one-year renewal options. The initial contract value will be $500,000. The contract will have maximum value of $9,900,000. The work order amount is typically within a range of $10,000 to $150,000.The Postal Service may award multiple contracts. Small, minority-owned, and women-owned subcontracting participation is encouraged.PRE-PROPOSAL MEETING: A WebEX pre-proposal meeting will be held on Wednesday, July 11, 2018, beginning at 11:00AM EST.
