NOTICE TO CONTRACTORS The State of Utah - Division of Facilities Construction and Management (DFCM) is requesting proposals for the construction of the following project: SALT LAKE CITY LIQUOR STORE RELOCATION DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL SALT LAKE CITY, UTAH 84111 DFCM PROJECT # 21329030 Project Description: This design-bid-build project consists of a new 13,600 square feet two story liquor store and a 159,912 square feet 10 story parking garage that will be constructed in downtown Salt Lake City on Broadway and Edison on an existing parking lot. The new building will be constructed up to the property line and will house a variety of spaces including: multi-level retail sales, storage, office, restrooms, built-in coolers, break room, lockers, an attached 10 story parking structure with fire suppression system and water storage, and a raised first level of the parking garage for a shipping/loading dock. Entry to the store will be accessed by way of the parking structure and Broadway. Construction Cost Estimate: $21,700,000 ($5,800,000 for the liquor store and $15,900,000 for the parking garage) The Request for Proposals (RFP) documents, including the selection requirements and the selection schedule, will be available at 3:00 PM on Friday, November 12, 2021 on the Utah Public Procurement Place (U3P) website and can also be accessed via the DFCM website - Electronic Bidding. The procurement shall be under the Value Based Selection RFP method. A MANDATORY Pre-Proposal Meeting and site visit will be held at 9:00 AM on Tuesday, November 23, 2021 at the DABC Offices, 1625 South 900 West, Salt Lake City, Utah. All prime contractors wishing to submit on this project must attend this meeting. *The Management Plan and Statement of Qualifications must be submitted to DFCM via email at dfcmcontracts@utah.gov no later than 12:00 Noon on Thursday, December 9, 2021. Submittals received after the specified time will not be accepted. DO NOT SUBMIT VIA U3P. *The Cost Proposal and Bid Bond are to be submitted to DFCM via email at dfcmcontracts@utah.gov no later than 12:00 Noon on Tuesday, January 18, 2022. DO NOT SUBMIT VIA U3P. The contractor is responsible for ensuring that delivery to DFCM of all submittals is made by the deadlines established by the Project Schedule. The contractor shall comply with and require all of its subcontractors to comply with the license laws as required by the State of Utah. A bid bond in the amount of five percent (5%) of the bid amount, made payable to the Division of Facilities Construction and Management on the AIA Document A310 – 2010 Bid Bond form, or equivalent, shall Description accompany the bid submitted to DFCM via email at dfcmcontracts@utah.gov.
