The U.S. Coast Guard, Shore Infrastructure Logistics Center (SILC), Norfolk, VA is procuring WASTE WATER TREATMENT PLANT OPERATION services to be performed at the Waste Water Treatment Facility at the USCG Sector Field Office (SFO) Eastern Shore, Chincoteague, VA. This requirement will be issued as a 100% SMALL BUSINESS SET-ASIDE competition procedures. A solicitation (Request for Proposal (RFP) Number HSCG84-16-R-AA5499), and any subsequent amendments, will be available electronically on the Federal Business Opportunity Website at www.fbo.gov on or about 25 February 2016 with a closing date for receipt of proposals on or about 22 March 2016, 4:00 p.m. Eastern Standard Time (EST).It is the potential offeror's responsibility to monitor this avenue for release of any future solicitation or synopsis. FAR Subpart 19.5 Set-Asides for Small Business; and, using the policies contained in FAR Part 12, Acquisition of Commercial Items and FAR Part 15 - Contracting by Negotiations. A Firm-Fixed Price type contract will be awarded for a Base Period, starting 1 MAY 2016 through 30 APRIL 2017; and, Four Option Years, of 12 months each, not to exceed 60 months, if exercised by the Government.The successful contractor shall provide all labor, transportation and supervision necessary to perform the service requirements for operation, maintenance, testing, training, monitoring and reporting services for the Waste Water Treatment Facility, consisting of a 6,000 gallon per day Extended Aeration Package Treatment Plant (package plant), which after treatment, discharges effluent overboard via sand filters and a UV Disinfection System. Licenses/Permits: All required licenses and/or permits required for the State of Virginia must be identified with the responses to the solicitation along with any other pertinent information.The applicable North American Industry Classification Standard (NAICS) Code is 221320 (Sewage Treatment Facilities) with an applicable size standard of $20.5million.
