Intent to Sole Source Notice: Automated Laboratory System

NASA/Glenn Research Center (GRC) has a requirement for an Automated Laboratory System (ALS) that can make ceramic/polymer composites samples for a specific processing developed at GRC. This ALS is required to:Weigh powders from a few milligrams to hundreds of gramsVolumetrically deliver liquidsMixSonifyMeasure viscosityDispense viscous/slurry solutions to flat platesPerform drawdowns to certain thicknessesStore filmsHave a controlled environment to avoid humidity and oxygen exposureHave software that can be integrated with NASA machine learning toolsHave ability to operate with minimum interaction of a technicianHave ability to be modified with more modules and rigs to fit other researcher’s needsHave ability to integrate commercial characterization/testing equipment with the ALS softwareNASA GRC intends to issue a sole source contract to acquire the items from Chemspeed Technologies, Inc., per FAR 6.302-1.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Eric Hartman, Contracting Officer, at eric.t.hartman@nasa.gov not later than 4:00pm Eastern Time (ET) on September 5, 2022.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.NASA Clause 1852.215-84, Ombudsman, is applicable.
